David W. Skeen

David joined the Department of Military Affairs and Public Safety, Homeland Security State Administrative Agency in March 2008.  As the Continuity Coordinator, he is responsible for developing, maintaining and supporting a Continuity of Operations (COOP) and Continuity of Government (COG) capacity for the State of West Virginia .

David is a native of Jackson County, West Virginia and a 1979 graduate of Ripley High School .  After high school David attended Berea College and Marshall University .  David entered the West Virginia State Police in 1983 and retired in January 2008 after 25 years of service.  During his time in the State Police, he was stationed Roane County , Calhoun County and Department Headquarters in South Charleston .  David was promoted to the rank of Captain in 2003 and served as the Director of the Planning and Research Section and the Promotional Standards Officer until his retirement.

David is married and has two children.  He enjoys hunting, fishing and working around the house.  David and his family live near Frozen Camp, West Virginia.  David is a member of the Mill Creek Baptist Church where he is a Deacon and serves as a Sunday school teacher.
